Why this survey matters
Establishing a well-functioning CO₂ market is essential to enable large-scale industrial decarbonisation in Europe. As more CCS projects move forward, clear, effective and fair regulatory frameworks for capturing, transporting and storing CO₂ are becoming increasingly urgent.
The survey addresses key issues for the development of such a market, including:
- Transport and storage infrastructure
- Market functioning and cross-chain risks
- Cross-border transport and international cooperation
Respondents’ input will be anonymised, analysed by Bellona, and shared publicly. The results will also feed into Bellona’s recommendations for policymakers as the European Union prepares its forthcoming proposal on CO₂ market and infrastructure.

The survey is conducted in the framework of the COREu project. COREu analyses existing EU and national regulatory frameworks for CO₂ transport and storage, identifies bottlenecks and enabling conditions, and develops guidelines for more effective CCS implementation across Europe. Contributions to the survey will therefore directly inform COREu’s policy analysis and recommendations, ensuring they reflect the real needs and experiences of stakeholders along the CO₂ value chain.
Call for participation
The survey will remain open until the end of September 2025. Bellona Europa invites all relevant stakeholders to contribute their views and share their expertise.
